Here's a collection of C-SPAN videos covering November's House Impeachment Inquiry Hearings. I'm also including the time signature notes Make-Make has been posting as comments. I think Make-Make has done a wonderful service worth sharing. These notes can be helpful when trying to navigate the hours worth of questions, answers and GOP's rhetorical fancy dancing and diversions, (not to mention their god-awful normalization of out and out criminality and even treasonous behavior). But I digress, this is about creating my own record of what was actually said. As a personal bonus, it would be cool if some others can find it helpful. Feel free to copy and share.

Notes by Make-Make on November 13, 2019 at C-SPAN
(Part One)
(34:03) Rep. Adam Schiff (D-CA): Calls meeting to order, begins explaining the rules for the impeachment inquiry.
(34:42) Rep. John Ratcliffe (R-TX). Parliamentary inquiry, requests clarification on rules of engagement under “new set of rules” under HR 660.
(35:57) Schiff recognizes himself for opening statement. He presents some background on US ally, Ukraine, and mentions how 14,000 Ukrainian troops were killed by superior Russian forces in the months after the 2014 Russian invasion.
(36:47) The questions presented by this impeachment inquiry are...”
(37:26) “Our answers to these questions will...”
(37:41) Schiff goes into how he views impeachment in general.
(37:58) “The facts in the present inquiry are not seriously contested.” Schiff goes into Rudy Giuliani, Burisma, the Bidens, the debunked “Crowdstrike” conspiracy that states Ukraine (not Russia) interfered with the 2016 US election.
(38:46) “Giuliani also conducted a smear campaign against the US Ambassador to Ukraine, Marie Yovanovitch. On April 29...” Yovanovitch appears in the Nov. 15, 2019 impeachment inquiry hearings.
(39:00) By ousting Yovanovitch, an “irregular channel” was established where Giuliani and others—such as Trump’s influential inauguration donor, Gordon Sondland, who is now serving as Ambassador to the European Union—could further President Trump’s personal and political interests.
(39:20) Yovanovitch’s replacement in Kiev, Ambassador Bill Taylor, is introduced along with Deputy Assistant Secretary Kent. Schiff brings up the favors intended for President Trump
(39:20) Yovanovitch’s replacement in Kiev, Ambassador Bill Taylor, is introduced along with Deputy Assistant Secretary Kent. Schiff brings up the favors intended for President Trump
(39:36) “...that would undermine our security and elections.”
(39:51) Key events from the month of July 2019.
(40:18) National Security Advisor John Bolton refuses to be a part of the “drug deal” that was being cooked up by Chief of Staff Mick Mulvaney and Ambassador Sondland.
(40:42) Mulvaney freezes $400 million in Congressionally-approved funds to Ukraine.
(40:57) Infamous July 25 phone call with Ukrainian President Volodymyr Zelensky.
(41:31) President Trump asks Zelensky to look into 2016 “crowdstrike” conspiracy theory.
(42:02) President Zelensky knew all of this for weeks.
(42:15) Multiple individuals reported their concerns to the National Security Counsel’s top lawyer, which prompted records of the phone call to be transferred to a highly-classified server.
(42:37) Even Ambassador Sondland testified that the scheme was “becoming more insidious.”
(42:56) Ambassador Sondland’s September 1 phone call with Ambassador Taylor.
(43:17) “President Trump wanted Mr. Zelensky in a public box.”
(43:23) Sondland later mentioned that President Trump is a businessman. This is the famous “pay up” statement.
(43:40) Sondland admits...aid will likely not occur until...
(44:00) Chief of Staff Mick Mulvaney’s “breathtaking” answer. “Get over it!”
(44:27) A video of Mulvaney’s “...confession is plain for all to see.”
(44:31) Defense of President Trump—the aid was eventually released. “But only after...”
(44:52) Criticism of Trump defense.
(45:20) Missing pieces...
(45:45) As Congress did with President Nixon...additional grounds for impeachment.
(46:23) What the testimony will show as it relates to the President’s conduct and obstruction to Congress. If we find the President “...abused his power...or if he sought to condition, coerce, extort, or bribe an ally...” by withholding military aid to assist in his re-election campaign, “must we simply ‘get over it?’”
(47:09) Must we expect this from our president?
(47:36) Being true to our responsibilities.
(48:15) Rep. Devin Nunes (R-CA) opening statement. The Mueller Report, a failed three-year operation to “...convince the American people that President Trump is a Russian agent.” The purpose was to overturn the results of the 2016 election and was led by “...democrats, the corrupt media, and partisan bureaucrats.”
(48:44) Democrats denounced “...any Republican who ever shook hands with a Russian.” After the “Russia hoax,” democrats “...now claim the real malfeasance is Republican dealings with Ukraine.”
(49:05) Should we forget about democrats’ “false claims”? (Collusion, Steele Dossier, “nude pictures of Trump from Russian pranksters who pretended to be Ukrainian officials,” false story to CNN regarding Donald Trump, Jr. and Wikileaks, and “...countless other deceptions, large and small.”)
(49:55) Democrats are “...the last people on earth with the credibility to hurl more accusations at their political opponents.”
(50:15) The Democrats “scorched earth war against President Trump...this is a carefully-orchestrated media smear campaign.”
(50:40) The witnesses...
(51:06) The name of Alexandra Chalupa, DNC contractor who worked with Ukraine to “collect dirt on the Trump campaign,” was redacted.
(51:25) A one-sided process where “...the crucial witnesses are denied a platform if their testimony does not support the Democrats’ absurd accusations.”
(51:41) Republican view—why the Democrats really want to impeach the president (Hunter Biden).
(51:54) Whistleblower had a bias.
(52:08) “The Democrats read out a purely fictitious rendition of the President’s phone call with President Zelensky.”
(52:26) Democrats had conversations with the whistleblower, but refused Republicans the same opportunity. “...Democrats broke their promise to have the whistleblower testify to this committee.”
(52:55) “...the Democrats have a long habit of accusing Republicans of offenses they themselves are committing” such as...collusion from Steele Dossier, malfeasance, election meddling, and Hunter Biden.
(53:39) “...the Democrats are advancing their impeachment sham.” Nunes claims the hearings should not be held until three crucial questions are answered.
(53:56) Whistleblower coordination with Democrats, the extent of Ukraine’s election meddling against the Trump campaign, and why did Burisma hire Hunter Biden?
(54:26) Republicans’ rights were denied, and today’s hearing is a “...televised theatrical performance staged by the Democrats.”
(55:06) Nunes tells Ambassador Taylor and Mr. Kent that they are taking part in the “low-rent Ukrainian sequel.”
(55:35) President Trump had concerns about foreign corruption, so he was skeptical of foreign aid. He irritated the bureaucracy, but officials’ alarm was “...based on second-hand, third-hand, and even forth-hand rumors and innuendo.”
(56:04) The President can fire any ambassador at any time. He has “full authority to retain or remove diplomats for any reason at any time.” He (President Trump) was “deeply concerned” about the officials’ lack of interest in Ukrainian election meddling.
(56:28) The President, unlike the previous administration, provided weapons to Ukraine for defending themselves against Russians.
(56:47) The “elements of the FBI, the Department of Justice, and now the State Department, have lost the confidence of millions of Americans...it will take years if not decades to restore faith in these institutions.” The “impeachment process in search of a crime” is doing great damage to our country.
(57:25) Rep. Adam Schiff (D-CA) introduces Ambassador William Taylor and Deputy Assistant Secretary of State George Kent, both appearing under subpoena.
(57:32) About Ambassador Taylor.
(58:50) About Mr. George Kent.
(59:28) All witness depositions were unclassified. “Congress will not tolerate any reprisal, threat of reprisal, or attempt to retaliate against any US Government official for testifying before Congress, including you or any of your colleagues.”
(59:53) Swearing in.
(1:00:16) Rep. Elise Stefanik (R-NY), parliamentary inquiry. “When can we anticipate a response to our November 9 letter requesting certain individual witnesses to be called?...what about the additional six witnesses?”
(1:00:48) Point of order under HR 660. “Will you be prohibiting witnesses from answering members’ questions as you have in the closed-door depositions?”
(1:01:02) Rep. Adam Schiff (D-CA) states that the only times he prevented an answer to a question was “...when it was apparent that members were seeking to out the whistleblower. We will do everything necessary to protect the whistleblower’s identity, and I am disturbed to hear members of the committee who have, in the past, voiced strong support for whistleblower protections seek to undermine those protections by outing the whistleblower...”
(1:01:34) A bit of commotion as Stefanik interrupts Schiff. Schiff tries to regain order and further respond to the point of order. He will not allow any question that could out the whistleblower, otherwise they can ask any questions they like.
(1:01:59) Rep. Mike Conaway (R-TX) interrupts, would like to
(1:02:18) make a motion to subpoena the whistleblower for closed-door secret depositions. He doesn’t want it to be Schiff’s single decision.
(1:02:40) Schiff says it will not be his single decision, and “we will entertain a motion to subpoena any witness, but after the witnesses have an opportunity to testify. The motion will be in order, but only after...”
(1:02:40) Schiff says it will not be his single decision, and “we will entertain a motion to subpoena any witness, but after the witnesses have an opportunity to testify. The motion will be in order, but only after...”
(1:02:55) Rep. Jim Jordan (R-OH) interrupts for clarification on “...when we might vote on the ability to have the whistleblower in front of us?” He then accuses Schiff as being the only one who knows who the whistleblower is, but
(1:03:21) Schiff claims to not know the identity of the whistleblower and he is “determined to make sure the identity is protected.”
(1:03:55) Rep. Adam Schiff (D-CA) states that, without objection, the witness’s written statements are part of the record. He then allows the witnesses to speak.
(1:04:11) Deputy Assistant Secretary of State for Eastern Europe and the caucuses, Mr. George Kent’s opening statement.
(1:05:40) Why Kent is here today.

House Impeachment Inquiry, Hearing Day 2 -Yovanovitch Testimony
Former U.S. Ambassador to Ukraine Marie Yovanovitch testifies on Impeach Inquiry before House Intelligence Committee. Hearing comes to order at 34:57 and returns from a recess for votes in the House at 3:49:02. https://cs.pn/2Cqx8ug
(Part One)
34:58 - Start and Adam Schiff (D - CA) opening statement
42:46 - Devin Nunes (R - CA) opening statement
56:13 - Adam Schiff (D - CA) Introduction to Marie Yovanovitch (former Ambassador to Ukraine, replaced by William Taylor, who appeared in the Wednesday, 11/13, testimony)
58:08 - swearing in
58:30 - Marie Yovanovitch opening statement
1:19:40 - Schiff questions begin
1:25:54 - Daniel Goldman (Democratic Counsel) questions begin
1:52:15 - Goldman summation. Why didn’t State Department offer a statement of support against demonstrably false accusations in the smear campaign against Yovanovitch?
1:52:54 - Schiff points out that Trump is currently tweeting new attacks against Yovanovitch. Would you like to respond?
1:54:36 - Schiff: “Ambassador, you’ve shown the courage to come forward today and testify. Notwithstanding the fact you were urged by the White House or State Department not to. Notwithstanding the fact that as you testified earlier, the President implicitly threatened you in that call record. And now, the President in real-time is attacking you. What effect do you think that has on other witnesses’ willingness to come forward and expose wrongdoing? ...it’s designed to intimidate, is it not? ...some of us here take witness intimidation very, very seriously.”
1:55:41 - Goldman returns and presents the infamous phone call transcript that led to the impeachment inquiry.
1:59:10 - Goldman: “Ambassador Yovanovitch, are you aware that in February of 2017, Vladimir Putin himself promoted this theory of Ukrainian interference in the 2016 election?” Joint press conference with President Putin and Prime Minister Victor Orban (Hungary) presented as evidence.
2:00:10 Goldman: “How would this theory of Ukraine interference in the 2016 election be in Vladimir Putin’s interest?...an alternative narrative that would absolve his own wrongdoing?”
2:04:27 - Goldman: “so ultimately, in the July 25 phone call with the Ukrainian President, the President of the United States endorsed the false allegations against you and the Bidens, is that right?” After some hesitation, Yovanovitch says, “yes.” Then, a call for recess.
3:49:04 - call to order
3:50:29 - Devin Nunes (R - CA): “You’ve graduated for your performance today. Later this afternoon, I should note for the public that we will be back down in the basement of the Capitol doing more of these secret depositions. Ambassador, I don’t really have very many questions for you. You admitted in your opening statement that you don’t have any first-hand knowledge of the issues that we’re looking in to.”
3:51:20 Nunes asks whether Yovanovitch was on the July 25 call (no) and several other questions that imply
(3:52:05) Yovanovitch has no reason to be here and her grievances regarding employment would be more appropriate in a HR subcommittee rather than an impeachment inquiry. (Added on behalf of YouTuber Mona W)
3:52:56 Elise Stefanik (R - NY): “Thank you, Mr. Nunes. Ambassador Yovanovitch, thank you for being here today...”
Schiff: “Gentlewoman will suspend.”
Stefanik: “What is the interruption for this time? It is our time.”
Schiff: “The gentlewoman will suspend, you’re not recognized. Mr. Nunes, you or minority counsel...”
Nunes: “I just recognized...”
Schiff: “Under the House Resolution 660 you’re not allowed to yield time except to minority counsel.”
Stefanik: “The ranking member yielded time to another member of Congress.”
Schiff: “No, that is not accurate.”
Nunes: “You’re gagging the young lady from New York?”
Stefanik: “Ambassador Yovanovitch, I want to thank you for being here today...“
Schiff: “Gentlewoman will suspend, you’re not recognized.”
Stefanik: “This is the fifth time you have interrupted members of Congress—duly-elected members of Congress...”
3:53:59 Steve Castor (Republican counsel) begins questions
3:56:06 Castor: “...and this is a rewarding position for you?” (Regarding the position at Georgetown University after being forced out as Ambassador. Yovanovitch hesitantly states that she is grateful for the position after what happened. Castor then goes on to reiterate Nunes’s position that Yovanovitch’s testimony is not relevant since she was not involved with the July 25 phone call.)
3:59:26 Castor: “Do you believe your removal was part of some scheme to make it easier for elements of the Ukrainian establishment to do things counter to U.S. interests?”
Yovanovitch: “I think that’s certainly what the Ukrainian establishment hoped...”
4:00:07 Castor: “Do you think they were seeking a different type of ambassador that would allow them to achieve some of their objectives?”
Yovanovitch: “I don’t know what other reason there would be.” (Yovanovitch then proceeds to defend her replacement, Ambassador Taylor’s, integrity.)
4:01:33 Castor asks about Minister [Arsen] Avakov’s alert to Yovanovitch regarding [Yuriy] Lutsenko and the connections among Giuliani, Parnas, and Fruman. Yovanovitch provides a timeline of events. Castor asks about the channels Yovanovitch used to report and whether she felt she did all that she could do.
4:11:44 Castor asks about corruption in Ukraine and Yovanovitch explains it is “a post-Soviet legacy” everywhere in the former Soviet Union.
4:12:47 Castor: “Are oligarchs a big part of the problem in Ukraine?”
Yovanovitch: “Probably, because so much wealth is concentrated in the hands of a very, very few—six or seven individuals—and they also have political power and control the media.”
Castor: “And a lot of their power has been acquired through what we here in the US would consider “improperly”—improper ways?”
Yovanovitch: “Yeah, I think that’s a fair comment.”
4:13:22 Castor brings up Burisma and the 2014 bribes to prosecutors [discussed by George Kent in Monday’s (11/11/19) testimony.]
4:14:10 Yovanovitch responds regarding the Burisma bribes.
4:15:27 The U.S. was generally welcoming of Lutsenko to the position of Prosecutor General in the hopes that he would clean up the oligarchical corruption in Ukraine. Upon Yovanovith’s arrival, the Burisma case “...wasn’t an active case, but it also wasn’t fully closed.”
4:17:27 Castor asks about Hunter Biden. “...is he a genius on the corporate governance front? Is he a genius with the Ukrainian oligarchical systems, in cleaning that up, or was he just added to the board because he’s the Vice President’s son?”
4:17:55 Yovanovitch states Burisma corruption was not a focus of what she was doing within the six month period (three months before and three months after President Trump took office), but there was a question regarding the conflict of interest in her Senate confirmation hearings.
4:19:19 Castor brings up a 2017 meeting at the Oval Office with former Ukraine president Petro Poroshenko, where President Trump expressed concerns about Ukraine and how there were certain elements of the Ukrainian establishment that, in 2016, were “out to get him.” Yovanovitch stated “I’m certainly aware of that now.”
4:20:29 Castor: “...was there any discussion at the embassy that there’s these indications of some Ukrainians trying to advocate against then-candidate Trump?”
Yovanovitch: “actually, there weren’t. We didn’t really see it that way.”
Castor then brings up Alexandra Chalupa (former DNC consultant) and Ken Vogel (Politico reporter) and the alleged work with the Ukraine Embassy in D.C. to “trade information, share leads.”
Castor: “Did you aim to get to the bottom of that?” Yovanovitch said she thought such matters would be handled here in the U.S. since the alleged incidents took place in the U.S.
4:22:28 Is Yovanovitch aware of investigative journalist (Serhiy) Leschenko and his role in publicizing Manafort’s black ledgers? According to Yovanovitch, “Yes,” but there is a difference in perspective depending on which country you’re in.
4:23:11 From the Ukrainian perspective...
4:23:41 From the President’s (Trump’s) perspective...
4:25:37 Regarding the 8/24/2016 Op-Ed in “The Hill” written by Ambassador Valeriy Chaly against then-candidate Trump. Yovanovitch had no communications regarding the article.
(1:09:40, Yovanovitch testified that “...partisanship of this type is not compatible with the role of a career foreign service officer.” YouTuber Mona W pointed out in the comments that these statements may be at odds)
4:26:35 Yovanovitch explains her view of Chaly’s op ed. “He (Ambassador Chaly) was critical of a policy position that President Trump had with regard to Crimea and whether Crimea was a part of Ukraine or part of Russia. That’s a tremendously sensitive issue in Ukraine.”
4:28:07 Castor’s questioning regarding “nasty things” about President Trump on social media.
4:28:26 Yovanovitch: “well, sometimes that happens on social media.” Refer back to
1:52:54 for details.
4:29:25 Castor asks whether there is a reasonable basis to believe there may be elements within Ukraine that are “out to get” the president.
4:30:24 Yovanovitch reminds everyone that “...our own U.S. intelligence community has conclusively determined that those who interfered with the election were in Russia.” Castor seems taken aback by this.
4:31:24 Castor asks about aid to Ukraine and why that was important. Yovanovitch mentions the importance of the symbolism of strong U.S. support to Ukraine and how withholding the aid (“paused for 55 days,” in the words of Castor) undermines that support.”
{Part two... ?}
(Part three)
5:42:30 Swalwell pulls up President Trump’s incendiary tweet that was sent during the hearing at 10:01am.
5:43:20 Rep. Will Hurd (R-TX) breaks ranks with some of his colleagues by languishing praise on Yovanovitch. “...You’re tough as nails, and you’re smart as hell. You’re a great example of what our ambassadors should be like. You’re an honor to your family. You are an honor to the foreign service. You’re an honor to this country.” He then provides a “5 year history of Ukraine in about 45 seconds.”
5:45:53 Hurd asks which officials Giuliani met with during the Zelensky regime.
5:48:11 Rep. Joaquin Castro (D-TX) wants to know why Yovanovitch was recalled...did anyone ever tell her why she was being recalled? The implication is that “the President’s men” are responsible because Yovanovitch was standing in the way of an unlawful act.
5:50:38 Castro mentions the bizarre request from the president to investigate an American by another government. Yovanovitch agreed that “it’s very unusual.” Castro asks about power and corruption from the viewpoint of a different country. Selective prosecutions—what precedents does it set? What are the consequences?
5:52:45 Rep. John Ratcliffe (R-TX) brings back Burisma and Hunter Biden’s role. Does Yovanovitch remember what her answers were when questioned previously in her Senate confirmation hearings?
5:58:01 Schiff does not accept Ratcliff’s unanimous consent request regarding Hunter Biden due to expired time.
5:58:10 Rep. Denny Heck (D-WA) says the facts are clear that it was a smear campaign that led to Yovanovitch’s removal. He’s angry...
5:59:09 ...very angry.
6:00:30 Heck explains why he is angry on a personal level. “Words matter. And the words leveled against you constitute bullying of the worst order.”
6:01:31 Heck asks how this behavior appears to Ukraine when this is the behavior we are trying to discourage. What’s the impact in Ukraine?
6:16:40 Return from five minute (FAKE NEWS!) recess.
6:16:50 Jim Jordan (R-OH). “Should ambassadors ever try to influence host country elections?” Long pause. Jordan, after getting a response, proceeds to paint a portrait of President Trump being slandered.
6:18:47 Jordan asks if Yovanovitch had a conversation with anyone regarding Trump getting slandered. Yovanovitch answers his rapid-fire questions with simple answers.
6:21:11 Jordan asks a long question, after which Yovanovitch stares blankly, tough as nails, unintimidated by the Republican MVP. She’s got him figured out—just let him yammer until his time expires.
6:21:36 “I’m sorry, was there a question there? Could you repeat it please?” Schiff kindly gives a flustered Jordan a bit more time, which he expends with the same confusing, flowery language that he used against the previous ambassadors. Once again, he runs down the clock.
6:22:24 Schiff: “Mr. Jordan, I have indulged you with extra time, but my indulgence is wearing out. There is a question there, right?” Schiff threatens to “gavel you down” after Jordan commented that “our indulgence wore out with you a long time ago, Mr. Chairman.” The audible gasps of dissatisfaction from the crowd is telling.
6:22:40 Jordan finally stammers out a question within a reasonable amount of time, but then interrupts Yovanovitch’s answer. Schiff quickly shuts down the antics and Jordan is visibly shaken by the ordeal. Without acknowledging the response, he attempts to squeeze out another question before Schiff shuts him down for good. The Republican MVP goes down swinging. He thought he had an easy pitch, an easy home run like he had last time. Yovanovitch, it turns out, is an American Allstar batting 1.000 with ten billion at-bats.
6:23:40 Rep. Peter Welch (D-VT) asks some rhetorical questions.
6:25:20 Welch reads about “the woman.”
6:26:10 Welch states that the “July 25 phone call occurred the day after Director Mueller reported that the interference in our 2016 campaign was not from Ukraine...”
6:29:18 Rep. Sean Patrick Maloney (D-NY) “The first person through the wall gets a little bit bloody.” He asks about a painful series of events, the day Yovanovitch was let go.
6:31:00 A description of a horrid murder
6:31:22 Yovanovitch: “a very painful death...the message was ‘this could happen to you, too, if you continue her work.”
6:33:17 Yovanovitch hoped there would be more public support.
6:34:26 Rep. Val Demings (D-FL) “...I consider you an inspiration for women around the world.”
6:35:38 Demings reads a part of a press conference from Mick Mulvaney with regards to politicizing
6:36:18 Demings reiterated an oft-asked question regarding political influence on foreign policy. [I think, maybe, this might be an important point]. Yovanovitch mentions that there are “morale issues at the State Department.”
6:38:35 Rep. Raja Krishnamoorthi (D-IL) regarding bipartisan support for aid to Ukraine and the effect of suspending that aid.
6:40:15 “Talk to Rudy” about what to do in Ukraine. Yovanovitch’s departure and the one-month gap before Taylor took over provided the “perfect opportunity for another group of people to take over Ukraine policy.”
6:40:56 “Corrupt interests apparently hijacking our Ukraine policy.” The culprits? Lev and Igor, who were “attempting to open a liquified natural gas company.”
6:41:27 “Interestingly, at noon today, the Wall Street Journal reported that federal prosecutors in Manhattan are investigating whether Rudy Giuliani stood to personally profit from that liquified natural gas venture...maybe we should ‘talk to Rudy,’ huh?” The sly smile that shot across Krishnamoorthi’s face could be bottled and sold for a better profit than liquified natural gas.
6:41:49 Krishnamoorthi brings up the “irregular channels of diplomacy” brought up in the previous hearing. Is it possible these channels are being used elsewhere?
6:43:00 Dictators and strongmen—a conversation. Features of authoritarianism.
6:44:00 Nunes. “Today’s show trial has come to an end.” Nunes suspects the television ratings are plummeting.
6:45:00 Closing remarks from Adam Schiff.

House Impeachment Inquiry Hearing Day 3 - Volker and Morrison Testimony
Impeachment Inquiry Hearing with Amb. Kurt Volker and National Security Aide Tim Morrison https://cs.pn/2QnUw3P Gavel start at 9:55.
9:57 Rep. Adam Schiff (D-CA) opens the fourth hearing (11/19/2019)
10:27 Rep. Schiff briefly introduces the minority’s first two witnesses, Ambassador Kurt Volker (State Department Special Representative for Ukraine Negotiations) and Tim Morrison (former Senior Director for European Affairs.)
11:00 Rep. Schiff’s opening statement. Rudy Giuliani began a campaign to weaken VP Biden’s campaign for the 2020 election. Trump ordered the recall of Ambassador Yovanovitch to clear any obstacles. Trump also did not allow VP Pence to attend the inauguration of Ukraine’s newly-appointed President, Volodymyr Zelensky, and instead sent a delegation headed by Rick Perry, Gordon Sondland, and Kurt Volker. When the three arrived back to Washington, they were optimistic about the new Ukrainian order and briefed President Trump.
17:42 Rep. Devin Nunes (R-CA) opening statement
24:06 Rep. Schiff introduces the two witnesses and provides professional backgrounds.
26:04 Rep. Schiff swears in the witnesses.
26:39 Mr. Timothy Morrison’s opening statements. Morrison is here by subpoena. He feared how the July 25 phone call would play out given the political climate. “I left the NSC of my own volition.”
29:36 Ambassador Volker came in voluntarily. He is a “career foreign policy professional” who has served under Reagan, H.W. Bush, Clinton, W. Bush, and Obama. He felt his services could help Ukraine from its legacy of corruption. Volker was not on “the call” and was not aware of it until the transcript was released on September 25, 2019. He was part of the “official channel.” Volker recommended Bill Taylor as the replacement for Marie Yovanovitch.
53:56 Rep. Schiff recognizes himself for the first round of questions. Volker does not find Yuriy Lutsenko to be credible (after Lutsenko provided information to John Solomon of “The Hill”) because Volker knows both Yovanovitch and Biden and knows their reputations well. Volker was also aware of the political climate, and Lutsenko was trying to position himself as an important player.
(57:28) Schiff was struck by something: Volker realized, in hindsight, that the request for an investigation into Burisma was really just a ploy to investigate Biden.
59:54 Democratic Counsel, Daniel Goldman
1:39:58 Rep. Devin Nunes (R-CA). Nunes repeats how TV ratings are down, seeming to imply that no one is interested in what is going on here.
1:41:14 Republican Counsel, Steve Castor
2:25:10 Rep. Schiff calls for recess
2:45:53 Rep. Schiff calls committee to order
2:46:06 Mr. Goldman
3:01:18 Rep. Nunes. Complains of “magical fifteen minute devotions” and an “out-of-control process.” Democrats have not had decency and people will turn off their televisions because no one is “buying the drug deal that you’re trying to sell.” Nunes states that they still need to get to the bottom of who the whistleblower is since he is the most important material witness.
3:03:29 Mr. Castor
3:07:22 Rep. Nunes asks Schiff if he will allow Nunes to yield his “magical minutes.”
3:07:35 Rep. Schiff
3:14:55 Rep. Nunes. Briefly complains about procedure before yielding to Rep. Turner.
3:15:04 Rep. Michael Turner (R-OH) Democrats have only had testimony based on hearsay and feelings.
(3:17:06) Did Trump do anything wrong?
3:22:14 Rep. Jim Himes (D-CT)
3:27:23 Rep. Mike Conaway (R-TX)
3:32:27 Rep. Schiff
3:32:43 Rep. Terri Sewell (D-AL)
3:37:43 Rep. Jim Jordan (R-OH): Upset that Mr. Volker is “...referred to as the irregular channel” given Volker’s impeccable record.
(3:38:32) President Trump was skeptical of Ukraine and in giving foreign aid due to their corruption.
(3:39:00) Jordan brings up the op-ed from Aug 4, 2016 written by the ambassador to the Ukraine that Mr. Jordan sees as election interference.
(3:41:12) Regarding President Zelensky: “This guy’s real.” Jordan mentions how Ukraine’s newly-elected parliament stayed up night to pass the long-stalled anti-corruption measures.
(3:41:41) Even after all this, according to Jordan, the Democrats are putting you (Volker and Morrison) through all this because they want to get rid of Trump, and they are also the reason why you feel you have to walk away from government.
3:42:43 Rep. Andre Carson (D-IN)
3:47:36 Rep. Brad Wenstrup (R-OH)
3:52:52 Rep. Jackie Speier (D-CA) Coverup, whistleblower, and server.

(3:58:09) Dr. Hill’s concerns about Col. Vindman being a leak.
3:58:34 Rep. Chris Stewart (R-UT)
4:02:16 Rep. Mike Quigley (D-IL)
4:06:13 Rep. Schiff
4:08:26 Rep. Elise Stefanik (R-NY)
4:12:46 Rep. Eric Swalwell (D-CA)
4:18:26 Rep. Will Hurd (R-TX)
4:23:16 Rep. Joaquin Castro (D-TX)
4:28:11 Rep. John Ratcliffe (R-TX): Summarizes what has been heard so far.
(4:29:38) Morrison: “I’ve been trying to stay on the safe side of making legal conclusions.”
(4:30:17) President Zelensky made it clear that he was under no pressure.
(4:30:54) Whistleblower complaint, “you didn’t hear a violation?”
(4:31:44) Did President Trump seek assistance for his 2020 re-election bid?
(4:32:23) Ratcliffe clarifies his question. It depends on whether or not there is a comma in his question. “The whistleblower like Colonel Vindman...” or “The whistleblower, like Colonel Vindman...”
4:33:33 Rep. Denny Heck (D-WA)
4:38:33 Rep. Jordan: Mr. Morrison and others had issues with Colonel Vindman’s judgment and had concerns about him “leaking information.” Mr. Morrison, according to Schiff’s claim from the preceding trial, also skipped his chain of command.
4:43:04 Rep. Turner
4:43:30 Rep. Peter Welch (D-VT)
4:48:36 Rep. Sean Patrick Maloney (D-NY)
4:53:42 Rep. Val Demings (D-FL)

Impeachment Inquiry Hearing with E.U. Ambassador Gordon Sondland. Opening gavel at 39:45. https://cs.pn/2Odalb0
Notes by Make-Make on November 20, 2019 at C-SPAN
39:48 Rep. Adam Schiff (D-CA)
40:38 Rep. Schiff, opening statement.
53:10 Rep. Devin Nunes (R-CA) opening statement.
1:01:44 Rep. Schiff introduces Ambassador Gordon Sondland (U.S. Ambassador to the European Union)
1:02:47 Swearing in.
1:03:19 Ambassador Sondland
(1:07:06) Sondland states some of his challenges.
(1:08:09) Despite hundreds of meetings, Sondland is “not a note-taker.”
(1:09:07) Sondland’s memory will not be perfect, but that is all he has to go by.
(1:09:34) Obscured critical points.
(1:09:49) “We did not want to work with Mr. Giuliani...we were playing the hand we were dealt.”
(1:10:34) At the time, Perry, Sondland, and Volker “...did not believe his [Giuliani’s] role was improper.”
(1:11:10) “Rogue diplomacy” is false.
(1:12:23) Mr. Giuliani’s request was a quid pro quo.
(1:13:02) Sondland was “opposed to any suspension of aid.”
(1:14:17) Sondland “...followed the directions of the President.”
(1:15:26) Sondland provides detail about his involvement with Ukraine.
(1:19:38) President Trump was skeptical of Ukraine’s reform and instructed Sondland to “...talk with Rudy.”
(1:20:26) Who should be responsible for matters related to Ukraine?
(1:21:54) Topics of interest to the President, per Rudy.
(1:22:15) Who was included on the activities of Perry, Volker, and Sondland?
(1:22:41) July 10 meeting regarding a working phone for President Trump as well as a meeting with President Zelensky.
(1:23:23) Accounts of the July 10 meeting from Dr. Hill and Col. Vindman do not match the recollections of Sondland, Volker, and Perry.
(1:25:51) Details of Mr. Giuliani’s efforts.
(1:27:26) Three critical things suggested by the whatsapp exchange.
(1:28:50) The July 25 phone call.
(1:29:41) The timing of the July 26 trip to Kiev was “entirely coincidental” with regards to the phone call the prior day.
(1:31:37) President Trump talks loudly and “likes to use colorful language.”
(1:32:43) “Was there a quid pro quo?...the answer is ‘yes.’”
1:45:58 Rep. Schiff.
(1:46:37) “Insidious continuum”
(1:48:06) May 23, “...talk to Rudy.”
(1:48:45) Mulvaney, Pompeo, et.,al. were aware of the quid pro quo. ‘Burisma’ meant ‘the Bidens,’ though Sondland was not initially aware.
(1:49:29) David Holmes re: July 26 phone call.
(1:53:19) Conversation with VP Pence.
(1:56:08) Taylor/Morrison testimony, President: “no quid pro quo.”
(1:57:03) “What do you want from Ukraine?” Mr. President was not in a good mood.
(1:59:40) “You don’t recall?”
(2:01:04) “He had to announce the investigations...”
2:03:38 Democratic Counsel, Daniel Goldman
(2:06:44) Not a secure line.
(2:07:45) He loves your ass.
(2:08:52) Putting it in “Trumpspeak.”
(2:13:37) “Talk to Rudy...Mr. Giuliani spoke for the President, correct?”
(2:15:15) The political benefit of public vs. private announcement of the investigation into Burisma/Bidens.
(2:21:30) 2+2=4 conclusion.
(2:24:28) Out of the President’s own mouth?
(2:31:11) Sondland re: Taylor’s and Morrison’s testimony, “slight variations.”
2:32:44 Break.
2:51:10 Order.
2:51:22 Rep. Devin Nunes (R-CA)
(2:51:42) The thing the democrats have been unwilling to accept.
(2:52:36) Trump had reason to be upset with Ukraine.
(2:55:23) “They (Ukraine) tried to take me down.”
(2:58:02) A proud member of the “three amigos.”
(2:59:31) Hunter Biden could get to the bottom of this.
(3:00:25) Burisma and prior ambassador investigations.
3:02:18 Republican Counsel, Steve Castor
(3:10:11) Pretty serious conclusion without precise evidence.
3:37:23 Rep. Schiff
(3:38:48) A similar epiphany.
(3:40:01) Bolton did not want to be part of the “drug deal.” Mulvaney and Pompeo were aware.
3:41:46 Daniel Goldman.
(3:43:38) July 19 e-mail...”He is prepared...”
(3:45:31) Any other key witnesses? Subpoenas and refusals to testify.
4:09:04 Rep. Schiff finishes the line of questioning.
4:10:42 Rep. Nunes
(4:12:16) Watergate fantasies, Trump concerns about “paying their fair share” = looking out for the taxpayer.
4:17:36 Steve Castor
(4:18:53) Trump wasn’t interested. Talk to Rudy.
(4:19:18) Trump or Rudy: who’s the boss?
(4:19:52) Rudy’s business interests in Ukraine. Sondland does not remember much.
4:27:48 Rep. Nunes. A lot of speculation, guesses, conspiracy theories without the whistleblower testimony.
4:28:49 Steve Castor
4:38:35 Lunch
5:10:49 Committee called to order. Rep. Schiff provides a clarification for the record on Mr. Mark Sandy, whose deposition was taken Saturday (11/16). Other important people from OMB refused to testify.
5:12:37 Rep. Schiff. Back-and-forth trying to figure out the public statement, including the meeting and (2+2=4) military aid.
(5:14:33) Did the Ukrainians know the aid was withheld?
5:15:23 Rep. John Ratcliffe (R-TX) Summary of direct conversations with President Trump, including A$AP Rocky.
(5:17:36) What the Senate will care about if this proceeds. This preceding has been “...based on speculation and presumption and opinion.”
5:20:06 Rep. Jim Himes (D-CT)
(5:20:29) That last sentence is interesting. (Came from Volker).
(5:21:19) “Everybody knew.”
(5:23:08) “We’re gonna see the transcript.”
5:26:21 Rep. Jim Jordan (R-OH) Announcement never happened and
(5:27:26) “They get the call, they get the meeting, they get the money. It’s not 2+2, it’s 0 for 3.”
(5:28:40) The most important part was missing from Sondland’s opening statement.
5:30:11 Rep. Terri Sewell (D-AL)
(5:31:02) Legal definition of bribery.
(5:32:23) What if they didn’t agree to Rudy’s conditions?
5:35:45 Rep. Mike Turner (R-OH)
(5:39:11) Scott Adams, in a tweet, said “this is all you need to know.” Rep. Schiff responds in his next appearance.
5:41:19 Rep. Andre Carson (D-IN)
(5:41:57) What was Rudy doing there?
(5:42:16) Giuliani insisted on Zelensky statement verbiage.
(5:43:09) Ukrainians investigating Americans in 2016 elections? Of course not.
5:43:57 Rep. Schiff
(5:44:02) “My colleagues seem to be under the impression that unless the President spoke the words, ‘Ambassador Sondland, I am bribing the Ukrainian president,’ that there’s no evidence of bribery.”
5:46:24 Rep. Brad Wenstrup (R-OH) Mischaracterization of Republicans re: Russian collusion narrative.
(5:47:28) Presumed...”no quid pro quo.”
5:48:19 Rep. Mike Conaway (R-TX) Washington Post: “Schiff’s claim that the whistleblower has a statutory right to anonymity received three Pinnochios.”
(5:48:59) Any threats against you?
5:51:27 Rep. Jackie Speier (D-CA)
(5:52:29) No court rulings. Clarification about whistleblower protections from the article provided by Rep. Conaway
(5:53:14) Rep. Speier is interrupted by Rep. Conaway with regards to “Pinocchios,” then continues after pointing out that the President gets five Pinnochos per day. [Laughter and applause].
(5:54:00) White House did not want Sondland here.
(5:56:06) Cohen: “He [Trump] speaks in code.”
5:56:36 Rep. Chris Stewart (R-UT) Unanimous consent request.
(5:58:07) Trump treatment is unfair.
(6:00:56) Withholding aid is not uncommon.
6:01:53 Rep. Mike Quigley (D-IL)
6:07:22 Rep. Elise Stefanik (R-NY). No direct quotes from the President.
(6:09:10) Obama administration, conflict of interest re: Burisma.

(6:10:18) “We are not allowed to call Hunter Biden to answer questions.”
6:10:31 Rep. Eric Swalwell (D-CA). Told to not show up, but Sondland did anyway. President: “This (Sondland) is not a man I know well.”
(6:11:23) The $1M pay-for-play.
(6:12:22) May 23: “Talk to Rudy.” Was Trump the dealer?
6:15:44 Rep. Will Hurd (R-TX)
(6:16:14) Any info from the Ukrainians collected on the Bidens?
(6:16:40) Giuliani’s request: quid pro quo versus Trump’s “I want nothing.”
(6:18:08) Giuliani was communicating with Ukrainians (specifically, Lutsenko) without our knowledge.”

6:26:00 Rep. Ratcliffe, UCR and anticipation of Mr. Holmes testimony.
6:27:56 Rep. Denny Heck (D-WA)
(6:29:52) What laws did Biden break?
(6:30:22) Are you here on a legal, moral, or
(6:31:41) patriotic obligation? Why don’t those same patriotic sentiments beat in the hearts of Mulvaney, Duffy, Pompeo, Bolton, Vogt, Giuliani...Trump?
6:32:35 Rep. Jordan
